Question 13. What has God specially decreed concerning angels and men?

Answer. God, out of his eternal love and unchangeable counsel, hath chosen some angels unto glory, and some in Christ, to give them eternal life, and the means of obtaining it, for the praise of his glorious grace which shall be revealed in the fulness of time; and hath left the rest, according to his sovereignty and unsearchable counsel, whereby he giveth or withholdeth grace as it pleaseth him, to the praise of the glory of his justice, and hath left them to suffer and be punished for their sin, under reproach and wrath.

Angels are God's creatures, and they play a supporting role in God's kingdom. However, angels are divided into two types. They are divided into those who are imprisoned and those who imprison. In this world, if someone commits a crime, they are divided into sinners and those who imprison the sinners. Both are the same people, but one type is imprisoned and the other type is in charge of imprisoning the sinners. Likewise, angels are imprisoned when they commit a crime, and those who imprison them are also angels. And those who spread the gospel to the imprisoned and make them repent and return are also angels.

The one who imprisons is an angel of God, and the one who is imprisoned is a human being. This is well expressed in Genesis 2:1: The heavens and the earth were completed, and all their hosts.

It should have been translated as the heavens and the earth, and all their armies, were formed. God created the heavens and the earth in six days and made all kinds of living creatures in the heavens and the earth, and all of these are Gods armies. On the seventh day, the armies of heaven and the armies of the earth are in harmony. This means that the armies of the kingdom of God (spirits) and the armies of this earth (sinful spirits) have been fully deployed.
